<p>Climate change has become one of the most significant environmental and legal challenges confronting Iraq due to its effects on water resources, agriculture, public health, biodiversity, food security, and socioeconomic stability. Addressing these consequences requires an effective legal framework that integrates constitutional guarantees, environmental legislation, administrative regulation, institutional enforcement, and international climate obligations. This study aims to clarify the legal nature of environmental protection laws in the face of climate change in Iraq, examine their constitutional and legislative foundations, analyze their relationship with the international climate regime, and evaluate their effectiveness in responding to contemporary environmental risks. The study adopts a descriptive-analytical legal approach based on the examination of relevant constitutional provisions, environmental legislation, regulatory mechanisms, and international climate commitments. The analysis shows that Iraqi climate-related environmental protection has a multi-source and integrated legal character combining constitutional, administrative, regulatory, preventive, and international dimensions. The Iraqi Constitution of 2005 provides an important normative basis by recognizing the right to live in sound environmental conditions and imposing environmental protection responsibilities on the state. Environmental Protection and Improvement Law No. 27 of 2009 represents the principal legislative framework for pollution control, environmental impact assessment, monitoring, enforcement, and institutional environmental protection. Nevertheless, the existing system remains more developed as a general environmental and pollution-control framework than as a comprehensive climate-governance regime. Major weaknesses include inadequate implementation, limited monitoring and technical capacity, insufficient institutional coordination, weak integration of climate considerations into development planning, and the absence of sufficiently detailed domestic mechanisms for implementing mitigation and adaptation commitments. The study concludes that effective climate protection in Iraq requires modernization and better coordination of existing legislation, stronger institutional and enforcement capacity, integration of climate-risk assessment into environmental decision-making, improved national emissions and environmental data systems, and closer alignment between domestic law and international climate obligations.</p>
